SC expected to pronounce verdict on BCCI-Lodha panel standoff today

Thakur has stated in his affidavit that Shashank Manohar, the erstwhile BCCI president when the Lodha reforms were initially suggested, had a stance against the recommendation that required the BCCI to appoint a Comptroller and Auditor General (CAG).

"Manohar explained to me at the meeting that when the stand was taken by him (as the then BCCI chief), the matter was pending before this court and had not been decided", the BCCI president said.

The Supreme Court of India has reserved its order regarding the Lodha Committee's status report, which had recommended that the BCCI office bearers be "superseded" and a panel of administrators be appointed to implement the court-approved recommendations.

BCCI President Anurag Thakur's affidavit, to be submitted in the Supreme Court, was also a focal point of discussions and a Board official said it would be submitted in the apex court on Monday.

The 41-year-old, in his affidavit, said he met ICC chairman Shashank Manohar in a governance review committee meeting, but denied asking the latter to say that the Lodha reforms would amount to government interference. Should they go to Justice Lodha panel whenever they want to enter into a financial contract?

Earlier, the BCCI had warned to call off the ongoing bilateral home series with New Zealand due to the continued interference by the court in the functioning of the cricketing body.

The BCCI has held on to its stand about “practical difficulties in implementing some of the recommendations” which include ‘One State One Vote, ‘Age Cap of 70 years, ‘Three years Cooling off Period, ‘One Person One Post. During the course of the hearing however, it asked the BCCI to give a time frame to implement all the Lodha Committee recommendations.

A Bench headed by Chief Justice of India, T S Thakur also said that it would decide whether the Lodha panel should vet the big expenses of the BCCI. Some of the recommendations were accepted by the cricket board, while some were not.

Earlier in the day, BCCI president Anurag Thakur denied the allegations of scuttling implementation of recommendations of Lodha panel. Sibal also questioned the objective of recommendation to have three or five selectors for selecting the team and asked does it serve the goal of transparency?

"It appears that at every stage there was defiance and obstructions", the apex court said after going through the records of the BCCI meeting.

Senior counsel Kapil Sibal, representing the BCCI, pointed out that they had issues with one state-one vote policy and were also against taking away the votes from the founder clubs.
