Executions in China said to outpace world despite decline

  • Kulbhushan Jadhav was sentenced to death on Monday. He is accused of sneaking across the border from Iran and spying on behalf of India

"With UK officials damping down their objections to the death penalty when it comes to countries like Saudi Arabia or Bahrain", Allen was reported saying in the Independent.

However, Susan Trevaskes of Australia's Griffith University, concluded in a recent study that close to half of all death sentences were handed down for drug crimes.

Hugjiltu was put to death two months after the woman was killed and was finally exonerated nine years later when a serial killer confessed to the crime.

Belarus, which carried out the death penalty on four people a year ago, was the only European country. "But we have to fight to keep it that way", Shetty added. Executions could return with a vengeance in 2017. "Without transparency, the Chinese public is not able to engage in a rational, informed debate", he said. Politicians should steer clear of the ugly "tough on crime" rhetoric that helped drive a spike in executions in the 1980s and 1990s. It is believed that thousands were executed in China past year but authorities are "deliberately obscuring the shocking scale of executions". Executions also noticeably fell in Indonesia, Somalia and the USA.

China does not release information about the death penalty, but Amnesty calls it "the world's top executioner" and believes it carries out judicial killings "in the thousands" every year.

Iran, Saudi Arabia and Iraq were among the top five executioners in the world in 2016, according to a new report by Amnesty International.

Iran ranked second on the list with at least 567 executions in 2016.

It says at least 1,032 people were executed in 23 countries, excluding China, a 37% drop on past year.

China executed more people than all other countries in the world put together, Amnesty said.

"The Chinese government itself has said it's going to be transparent, and based on [its] principle of complete openness, if it wants people to take it seriously it should [be transparent]", Mr Nee said.

In many countries where people were sentenced to death or executed, the proceedings did not meet global fair trial standards.

"At its best the United Kingdom does some very important work in encouraging countries to end capital punishment, but with death sentences running at record levels around the world now is not the time to go quiet on the issue".

An investigation found that information about "hundreds" of death penalty cases was missing from China's national database.

Malaysia is ranked 10th among 23 countries that apply the death sentence worldwide, according to the 2016 Death Sentences and Executions Report by Amnesty International Malaysia (AIM). However, those figures did not include China, which guards its execution data as a state secret.

Amnesty found 85 execution cases on the database, but between 2014 and 2016, it calculated 931 people were executed by trawling media reports.

Execution by shooting is still practised in Belarus, China, Indonesia, North Korea and Taiwan.

In fact, India was also among the few countries to impose death penalty for drug-related offences.

But without concrete statistics, activists say there is no way to verify government claims.

Amnesty International's regional director for Southern Africa‚ Deprose Muchena‚ said Botswana's step backward must not be replicated elsewhere in the region. He had been executed 21 years earlier, at the age of 20.

Pakistan's execution rate dropped from 326 recorded deaths in 2015 to at least 87 the following year.

In Iran, at least 567 people were executed previous year, compared with 977 in 2015.

"The October announcement proved that Malaysia has been executing more than we were previously aware of". The report from Viet Nam's Ministry of Public Security does not contain a breakdown of figures for 2016. This conveyor belt of executions completely overshadows recent death penalty reforms. Since Iran was a signatory of the Convention, it was not allowed to proceed in this manner: "By putting these people to death, Iran violates its obligations under global law". Overall, more than 3,000 people in 55 countries were sentenced to death, marking a 56% surge from 2015.
