President Donald Trump is launching his plan to restructure the USA government on Wednesday, and it likely has wide-ranging effects for agencies governing healthcare.

While Mulvaney wouldn't elaborate on how many federal jobs he expects to be added or eliminated as a result of the administration's reorganization, he did say "we could run the government more efficiently than the previous administration, and with fewer people".

Military jobs and roles essential to national security and public safety were among the many exemptions from the freeze, which President Donald Trump instituted by executive order.

The move is a part of Trump's campaign pledge to "drain the swamp" and get rid of what the administration views as inefficiencies in the federal government, Mulvaney said.

"This is something we hope will unite Democrats and Republicans", he said.

Trump's budget director, Mick Mulvaney, told reporters on Tuesday he would be instructing agencies to outline how they will comply with the president's budget, which slashed spending for foreign aid and many domestic programs.

It's unclear how many new hires were halted by the freeze, which over the two-and-half months it was in effect exempted bigger swaths of the government as lawmakers complained and agency heads became concerned about hurting their day-to-day operations without replacing departing staff.

Mr. Trump's proposed budget for fiscal 2018, which begins October 1, envisions spending roughly the same $1.1 trillion on discretionary programs as the current budget.
