The government will set the date for the abdication, which is expected to be in December 2018.
Largely the question has been over whether women should be allowed to succeed to the throne - Naruhito's only child is a girl, while his younger brother, Prince Akishino, has a young son and two daughters.
Akihito, last August, had hinted that he may step down from the royal position after he publicly cited his increasing age and declining health.
Akihito has sought to soothe the wounds at home and overseas of World War Two, which was fought in his father Hirohito's name, and to bring the imperial family closer to the Japanese people.
Akihito has won plaudits for seizing upon the constitutionally prescribed role of national symbol and there is wide sympathy for his wish to retire. And though he has cut back on some of his duties, he still maintains a busy official schedule, including occasional overseas visits.
The Bill was specifically designed for the current emperor, so as to prevent others easily following suit, Kyodo said.

Attention is now likely to shift to a possible parliamentary resolution to accompany the law.
After the envisioned abdication, the emperor and empress are expected to move to Togu Palace in the Akasaka Estate in Tokyo's Minato Ward, where the crown prince and his family now live, and the new emperor's family will move to the Imperial Palace in Tokyo's Chiyoda Ward.
The bill also did not mention about the imperial family allowing women to stay in the palace upon marriage, Reuters noted.
Debate in the past has also focused on the possibility of allowing female succession - most recently in 2004 when there was no male successor to follow Naruhito.
