"We're not going to continue to just say go ahead and test as often as you want", Haley said, flanked by the South Korean and Japanese ambassadors.

The U.S. and China were negotiating a resolution that would implement new sanctions and tighten existing penalties on Pyongyang, diplomats said.

The test came as worldwide powers engaged in a carrot and stick strategy with North Korea.

In a statement, the 15-member Council demanded that Pyongyang conduct no further such tests. The meeting was convened two days after the country test fired a ballistic missile.

He said the council emphasised the importance of maintaining peace and stability in the Korean Peninsula and Northeast Asia at large, while urging Pyongyang to show honest commitment to de-nuclearisation immediately.

The Security Council first imposed sanctions on North Korea in 2006 and has stiffened them in response to its five nuclear tests and two long-range rocket launches.

On Tuesday, US Ambassador to the United Nations Nikki Haley accused North Korea of threatening the entire world with its military actions.

On Monday morning, North Korea officially confirmed that it had conducted the launch of a medium-range ballistic missile a day before. "This is serious. These threats are not welcome", said Ms. Haley, speaking to reporters before the Council meeting.

North Korean leader Kim Jong Un supervised the launch of the Hwasong-12 missile on May 14 that reached an altitude of 2,111.5 kilometers (1,312 miles) and flew 787 kilometers. Any country that did not look at putting new sanctions on North Korea was, in effect, helping the isolated nation, she said.

Haley also said that the United States would consider dialog with Pyongyang only if it stopped all nuclear and ballistic missile tests.

In the statement on Monday, the UN Security Council stressed on the importance of North Korea "immediately showing honest commitment to denuclearization through concrete action".

Haley said the Security Council is going to send a strong and unified message to North Korea that "the global community wants to support you but as long as you test, and as long as you continue your nuclear program, you are on an island by yourself".

"We can not be in a "wait and see" mode until the next provocation occurs, " said France's Ambassador François Delattre.
