Brexit talks begin in earnest with citizens' rights in focus

  • European Union's chief Brexit negotiator Michel Barnier and his delegation and Britain's Secretary of State for Exiting the European Union David Davis and his delegation attend a first full round of talks on Britain's divorce terms from the Eu

The Brexit Secretary is hoping to win round Michel Barnier over Britain's plan to guarantee the future rights of European nationals living in the United Kingdom amid deep divisions back home.

He said the leak undermined his plan to make the future of the British economy the central focus of the Brexit talks, ahead of Britain-EU immigration policies.

"We need to examine and compare our respective positions in order to make good progress", he said.

The Brexit secretary said he would be "getting into the real substance" of the separation but he might end up speaking more about unity after the chancellor, Philip Hammond, complained on Sunday that he was being briefed against by fellow ministers opposed to his pro-business approach.

The European Council President said it was "below expectations". The EU also accepted that details on the Brexit terms will still be open when trade talks start.

Britain's Brexit minister pledged to "get down to work" as he kicked off a first full round of negotiations on Monday, but a year after Britons voted narrowly to leave the European Union their government seemed at war with itself over the divorce terms.

Trump hails NAFTA progress, Mexico eyes general deal by end
Last month Trump suggested covering the wall with solar panels and to use the energy to cover some of the construction costs. Trump looked to downplay the appearance of tension in their brief encounter on Friday, calling Pena Nieto a "friend".

But most officials in Brussels believe Britain, for one, must be bluffing, since the legal limbo into which it would be pitched would be so damaging.

"For us it's incredibly important we now make good progress, that we negotiate through this and identify the differences so we can deal with them and identify the similarities so that we can reinforce them", added Davis. Mr Fox ruled out any delay to full European Union withdrawal that prevented Britain from signing trade deals with non-EU countries from day one after departure day, in March 2019.

Mr Davis arrived at the EU Commission's headquarters at around 9.15am and immediately held a joint press conference with Mr Barnier, at which the pair read pre-prepared statements.

Even though May had insisted that the Brexit process can't be reversed, her government will not be able to pursue the firm Brexit line she favored, following an undesired result of the June snap election, in which her party lost majority in the House of Commons. "This government is facing a ticking clock over the Brexit negotiations", Hammond said on Sunday.

Progress on citizens' rights is one of the three main issues that have to be resolved before the two sides can start talking about a wide-ranging free trade deal, the others being the bill Britain has to pay to meet existing commitments and the border issue in Ireland.
