The decision follows a split within the administration on the cap, with officials from different cabinets recommending a higher admission rate of 55,000 while the White House and immigration hawks such as Stephen Miller insisted on a lower ceiling.

President Trump has until Sunday, which marks the beginning to the 2018 fiscal year, to decide how many refugees the United States will admit in the country. This would contrast starkly with the almost 100,000 that the United States has annually resettled on average over the past three decades.

The United States is still the world's biggest destination for refugees, but arrivals are well down from a high of more than 200,000 in 1980.

"Today a dark shadow has passed across the great American legacy and promise of protecting refugees", said Linda Hartke, president of Lutheran Immigration and Refugee Service, according to the New York Times. The administration cites the decision as necessary to protect USA national security.

"While maintaining the United States leadership role in humanitarian protection, an integral part of this mission is to ensure that refugee resettlement opportunities only go to those who are eligible for such protection and who are not known to present a risk to the safety and security of our country", the official said. Under Obama, Muslims made up almost a half of all refugees.

Unfortunately, the silly debate about the threats posed by refugees has come at the expense of discussion of the values and interests served by refugee resettlement.

In a proposal submitted late last week, the department called for a reduction to 40,000 refugees in the next budget year starting October 1, citing concerns about its workload and ability to adequately vet those seeking entry.

Finally, a generous U.S. Refugee Admissions program has significant and substantial foreign policy benefits. Because such approaches promote well-being and stability among displaced populations, they serve US national security interests.

More than half of the world's refugees come from just three countries: Syria, Somalia and Afghanistan. President Obama wanted to raise that number to 110,000 in 2017.

"It's devastating for refugees who are overseas", she said.

The Trump administration will consider refugees' ability to assimilate and contribute to the USA in addition to their need for protection, according to a report to Congress explaining the decision to admit the fewest refugees in a decade.
