Last year, 28.1 million people, or 8.8% of the USA population, were uninsured for the entire calendar year, down from 29 million people, or 9.1% of the population in 2015. Specifically, rates of Medicaid-insured visits in expansion states increased 60 percent from before the ACA to after its implementation among non-Hispanic whites (rate ratio [RR]=1.60; 95 percent confidence interval, 1.44-1.78), 77 percent for Hispanics (RR=1.77; 95 percent CI, 1.56-2.02), and 40 percent for non-Hispanic blacks (RR=1.40; 95percent CI, 1.23-1.61).

The percentage of MA residents without health insurance fell again previous year, to a new low of 2.5 percent, the US Census Bureau said Tuesday. Its uninsured rate trails only Texas, Alaska and Oklahoma.

But it's still a big improvement from the years before the ACA became law. Medicaid expansion states average 6.5% uninsured compared to 11.7% in non-expansion states with MA (2.5%) and Texas (16.6%) on either extreme.

Like Texas, Florida can partially attribute its higher-than-average uninsured rate to a large immigrant population and a strict Medicaid program. "The fear is that [the 2016 uninsured rates] are not a true representation of what's happening now".

White people had the lowest uninsured rate of any ethnicity at 6.3%. In 2016, Kentucky, West Virginia, Connecticut and Rhode Island all surpassed or tied Wisconsin's rate of insurance coverage.
