Bombardier hit with additional CSeries duty

The U.S. Commerce Department imposed an 80 percent anti-dumping duty on Bombardier C Series jetliners imported to the United States after Boeing said financial support from the Canadian government allowed the company to sell the jets for lower prices.

The US will begin collecting preliminary duties to offset the difference between the sales price and fair value, the Commerce Department said in its latest decision.

Around 1,000 people work directly on the C-Series project at Bombardier's plant in Belfast.

The new duty follows a preliminary finding that Bombardier sold 75 CSeries jets below cost to Delta Air Lines Inc (DAL.N) in 2016.

Bombardier said Friday it "strongly disagrees" with the Commerce Department's decision.

Trade unionists expect a final ruling on the pricing policy to be made in February.

"These duties are the effect of a conscious decision by Bombardier to violate trade law and dump their CSeries aircraft to secure a sale", Chicago-based Boeing said in a statement.

The 80 per cent duty comes on top of duties of almost 220 per cent US Commerce Department announced last month.

It added that Bombardier had received over $3 billion in subsidies from the Canadian government in Ottawa and the Quebec provincial government combined.

"Boeing is manipulating the USA trade remedy system to prevent Bombardier's new aircraft, the CSeries, from entering the US market, despite Boeing's admission that it does not compete with the CSeries", Canadian Foreign Affairs Minister Chrystia Freeland said in a statement Friday.

Bombardier can appeal any sanctions to a U.S. court or to a dispute-resolution panel created under the North American Free Trade Agreement.

The C Series wouldn't exist without the assistance of the Canadian and Quebec governments, according to the U.S. planemaker.

UK Trade Secretary Liam Fox and Irish Foreign Minister Simon Coveney have discussed the matter with US Commerce Secretary Wilbur Ross this week.

Boeing applauded the decision in a statement, calling Bombardier's CSeries pricing "an illegal effort to grab market share in the USA single-aisle airplane market".

Prime Minister Theresa May has lobbied President Donald Trump over the row, with Defence Secretary Sir Michael Fallon warning Boeing its actions could jeopardise future UK Government contracts.

"We will continue to verify the accuracy of this decision, all the while doing our best to defend the american companies and their workers", said Mr. Ross in a press release.

Bombardier shares dipped 2 cents to C$2.18 immediately after the announcement but have since recovered.

"This determination confirms that, as Boeing alleged in its petition, Bombardier dumped its aircraft into the USA market at absurdly low prices", the company said in a statement. The Canadian government can also take the case to the World Trade Organisation in Geneva.
