In 2016, Issa won reelection by fewer than 2,000 votes over Democratic challenger Doug Applegate in a race that was unresolved for days. Issa routinely ripped into Mr. Obama, his aides and cabinet, as well as their handling of a gunrunning investigation known as Fast and Furious, the Internal Revenue Service's slow-walking of political groups' applications for nonprofit status, the terrorist attack on an American government compound in Benghazi, Libya, and many other matters.

But in 2018, the Democrats' efforts to unseat Issa already began snowballing.

Early this week, Congressman Ed Royce, chairman of the powerful House Foreign Affairs Committee had also announced his retirement.

Republican Rep. Darrell Issa announced Wednesday that he will retire in 2018.

"Throughout my service, I worked hard and never lost sight of the people our government is supposed to serve", he said.

Royce's district backed Clinton by 8 percentage points.

"I am forever grateful to the people of San Diego, Orange and Riverside counties for their support and affording me the honor of serving them all these years", Issa said in a statement Wednesday morning.

Issa's district in southern California was a primary target for Democrats in the coming election cycle.

His retirement opens up another seat for Democrats to try and flip in the competitive San Diego-area district.

In California, at the forefront of the Democratic resistance to President Donald Trump, the party has also seen an energized activist base fueled in part by the emergence of new organizations such as Indivisible.

Issa became the second California Republican to retire this week.

The Democratic Congressional Campaign Committee placed field organizers in Issa's district almost a near ago, and opened an Orange County office previous year aimed at flipping the Issa and Royce seats to Democrats.

In a statement, Rep. Steve Stivers, the National Republican Congressional Committee chairman, said the GOP hopes an expensive and divisive Democratic contest in California's primary will allow the party to hold the seat.
