Michelle Bernier-Toth, head of Overseas Citizens Services, said the changes were made because so few people understood the distinctions in the previous, broad rankings.

Review personal security plans, and remain alert to surroundings. "We needed to make it more accessible to people, to make sure the information was more easily understood using plain language".

Tom Squitieri of Talk Media News reports, the four-level ranking system starts with Level 1, which is "Exercise normal precautions", then increases in danger to Level 2 - "Exercise increased caution", Level 3 - "Reconsider travel", and Level 4 - "Do not travel".

As well as Slovakia, Australia, Canada, Austria and the Czech Republic are in this group.

Level two exercise increased caution and be aware of heightened risks to safety and security. Many countries in Western Europe, where there have been terrorist attacks in recent years, are listed as level 2. Alerts will inform US citizens of specific safety and security concerns in a country, such as demonstrations, crime trends, and weather events.

Amid straining ties with Pakistan, the United States on Wednesday updated its threat assessment for the country and cautioned its citizens headed here to "reconsider travel".

Singapore has been classified as a Level One country under the new U.S. travel warning system.

Level four means do not travel due to the greater likelihood of life-threatening risks.

While the State Department is warning all U.S. citizens not to travel to those countries, it can not prohibit them from doing so. North Korea is the lone exception due to the United States banning American travel there over the summer. The State Department's website says this designation is earned due to "health attacks directed at U.S. Embassy Havana employees" over the past several months, and Bernier-Toth said this is being taken seriously.

The advisory further states that travel by USA government personnel within Pakistan is restricted, and additional restrictions on movements by U.S. government personnel outside of U.S. diplomatic facilities may be put in place at any time, depending on local circumstances and security conditions.
