With a defense budget far smaller than that of the United States, Russia is ill-positioned to compete in a traditional arms race. In a conversation early in Mr Trump's presidency, Mr Putin reportedly spoke of Russia's willingness to extend this agreement.

Tests of the technology, he said, "will allow the development of a complete new type of weapon - a strategic complex of nuclear arms with rockets fitted with a nuclear-propulsion engine".

From nuclear cruise missiles to underwater nuclear drones and intercontinental bombs that travel at 20 times the speed of sound, Russia's under-development weaponry marks a dramatic boost in the country's defense capabilities. To demonstrate the point, Putin showed a video animation of a missile launched in the Russian Arctic evading missile defenses as it crossed the Atlantic, rounded the southern tip of South America, and headed toward the United States.

He presented Russia's military efforts as a response to actions by the United States, which last month unveiled plans to revamp its own nuclear arsenal and develop new low-yield atomic weapons.

"He's basically telling the Russian population 'we are invulnerable now, ' " Stent said. "Now, listen to us".

"We think he was playing to the audience", she said, adding that Putin's boasts were irresponsible. Putin tells Kelly that Russia will respond with nuclear weapons under two conditions - if anyone attacks Russia with nuclear weapons, aaaaaand ... if anyone attacks Russia with anything else, too.

He said the development of the new weapons was in response to the U.S. withdrawing from a Cold War-era treaty that banned missile defences and Washington's moves to develop a missile defence system.

In one of his video clip demos, a weapon appeared to be hovering over what looked like a map of the state of Florida. "No maps were used there, just some outlines, there is no link to any particular country", Peskov told reporters.

State Department spokeswoman Heather Nauert noted that Putin was speaking ahead of the March 18 election.

What is new here is the combative and threatening rhetoric - very much a throw-back to the worst of the Cold War years.

The world is in the grips of an unprecedented "war of nerves" more menacing even than the Cold War, according to an expert on Russian politics.

A White House aide carries a briefcase known as the "football", containing nuclear weapon codes.

"That's why graphics were used". "We can't be dissuaded by nuclear disarmament advocates who would rather us unilaterally disarm while also dismantling our missile defenses".

References to Soviet successes and current modernization efforts soon led to the issue of Defense, where Putin addressed a number of weapons programs the United States has always been aware of, but that have received little fanfare in the mainstream media thus far.

His remarks were greeted with scepticism in Washington, where officials cast doubt on whether Russian Federation has added any new capabilities to its nuclear arsenal beyond those already known to the US military and intelligence agencies.
